OSIM Bridge & Structure Inspections
Flexcell Engineering Inc. provides Ontario Structure Inspection Manual (OSIM) inspection services for bridges, culverts and other structures throughout Ontario. Our Professional Engineers have experience assessing timber, steel and concrete structures and completing detailed visual inspections to document structural condition, identify deficiencies and support maintenance, rehabilitation and asset-management planning.
Our OSIM inspection capabilities are supported by specialized bridge and structure inspection training completed in collaboration with the Ontario Good Roads Association (OGRA). Inspections and reporting are completed in accordance with applicable OSIM requirements to support owners in meeting Ontario’s requirements for the inspection and management of bridges and structures.
Pre-Start Health & Safety Reviews (PHSR/PSSR)
Flexcell Engineering Inc. provides Pre-Start Health and Safety Reviews (PHSRs), also commonly referred to as Pre-Start Safety Reviews (PSSRs), for industrial equipment, machinery and processes. These engineering safety reviews are completed by Professional Engineers to assess applicable hazards and determine measures required to support compliance with Ontario’s Occupational Health and Safety Act and applicable requirements of Regulation 851 – Industrial Establishments.
The PHSR report identifies the measures, actions and engineering controls required to address applicable hazards and achieve compliance with the relevant provisions of Ontario Regulation 851. Depending on the equipment or process being reviewed, recommendations may include guarding, protective devices, controls, interlocks, barriers, procedures or other engineering measures necessary to address identified safety requirements.
A PHSR identifies applicable compliance requirements and recommended measures based on the equipment, process and conditions included within the scope of the review. Responsibility for implementing the recommendations and maintaining compliance with the Occupational Health and Safety Act and applicable regulations remains with the employer. Unless specifically included within the agreed scope of services, a PHSR does not include follow-up inspection or verification that identified deficiencies or recommendations have been corrected or implemented.
